STIMULUS in Stark: One year after the bill was signed, its impact is debatable Stark County has received over 116 million dollars in funding the U.S. recovery and Reinvestment Act, which was signed by President Obama a year ago today. The money helped fund roads and bridges, housing and improvements in energy efficiency and jobs for teachers in almost all the Stark County School District.
